Why is voter turnout in some states so low?
1500 people voted in Idaho... that's shockingly low (1 in 1000 or 0.1% turnout). Why?

I believe it's because the republicans don't have a clear cut favorite as a party or main sub section of the party being the conservatives so they don't care who's their candidate just that they beat Obama.

That's not too surprising. Primaries almost always have lower turnout rates than do general elections.
