Anyone can. You just use the # symbol and it's just a way of putting a common word in related tweets so that it can possibly become a trending topic (a word of phrase being used by a lot of people at once).

At least that's my understanding.

Nope, anyone can hash tag anything! They start "trending" if lots of people use it, but you can literally put a hash tag in front of any word or combination of words.
