It has been tried, it was called the Community Reinvestment Act. Which started with Jimmy Carter. The objective, placing low-income earners into their own homes in the hopes this would improve their opportunities and lifestyle and encourage responsibility. It did not work.

Bill Clinton made further changes to CRA to encourage more low-income families into private homes. The results lead to he massive defaults of Freddy and Fanny, and the current crisis in Banking and Wall street.
