Of course many would tell you that the government never creates wealth, because that is not it's purpose.

Personally I think the government has a role to play, and that is to create an environment that facilitates the creation of wealth for as many as possible, [roads, schools, fire department, police and other infra-structure support] without allowing exploitation or destruction of our fellow human beings or the environment.
