How to restore please read first before answer :)?

Hello, I have a Dell windows XP computer and its all screwed up and I was wondering how can I restore it so its as if it was brand new. I don't have the time or money no matter how little it cost for the disk that does the job and I already did that thing where you set it back to an earlier time and that doesn't do the job it just puts it back to a certain point which is not new. So is there a way I can set it a if it was brand new myself. Please help with all instructions

If you are unable to perform Dell PC Restore by Symantec, it could be because of the corruption of the file/partition during a previous install. However, you can follow the link below to manually install the operating system using the recovery discs.
