If you (or the child on whose behalf you are applying) is living outside the United States, we can assign a number or issue a duplicate or corrected card if you (or the child) are: (1) a United States citizen or (2) a noncitizen with current lawful, work-authorized immigration status. Otherwise, we can assign a number or issue a duplicate or corrected card only if a Social Security number is required by law as a condition of receiving a federally-funded benefit to which you (or the child) have established entitlement. Some of the numbers are just fake. When the employer begins paying tax on the employee, the Social Security Administration just sends back a letter saying that the number can't be located and that the employer should correct it. They don't stop collecting the taxes or even really do a major investigation because sometimes people just write down their numbers wrong. Sometimes the numbers belong to other people, or dead people.

Usually Americans citizens sells them their card. I know some that did sold their social security to an illegal immigrant for $5,000. In addition, the illegal work with it and the American was able to file income tax returns with it. So I tell you there are also citizens involve in this crimes.
In addition, many illegal immigrants also purchase legal papers from Puerto Ricans so they can used them here in the US, since Puerto Rico is a US territory they have legal rights to work here. |
