How do i enable my profile here to support a GIF file?

You can't anymore, sorry. This site is not designed for that. You used to be able to by linking your Twitter account (assuming your Twitter's avatar was a .GIF file) to your Yahoo account, but the YA team finally patched that a while ago. You can still link your Twitter and Yahoo accounts, but you can't use .GIF avatars anymore. The YA team actually never intended for people to be able to use moving avatars anyway, since flashing images/moving avatars can bother some folks' eyes.

Some people might still have .GIF avatars, but the YA team deletes them as they come across them.

Yahoo normally doesn't except .gif files to use for avatars, but a while back they let users link their Facebook and/or Twitter accounts with their Yahoo account, thus enabling Yahoo users to use their non-Yahoo avatars on YA. It was never intended to see animated .gif files flashing across YA, so now they get stopped one by one. You can still link Facebook and Twitter with YA, and if you have a non-moving avatar over there, you can use it on YA too, just no more animated stuff...
