Be older than 15.
Don't ask for shoutouts
Don't say "follow for follow"
Don't take mirror pics
Don't tweet about stupid things that nobody cares about, and don't tweet too much about the same thing (sports, a girl, a game, etc)

Social exchange sites such as http://www.socialclerks.com can be very useful in this type of situation. I used it for 2 months and i had great results with my followers number.
