I am wondering how many people could create and maintain a profile website, like facebook, twitter and linkIn but this is just for a specific group, so it does not require as much as Facebook, twitter and LinkIn.

Without defining exactly what you want it to handle (or the minimum as a start up) its an openended question. 'A profile website' is a nonsensical term, it has no definitive meaning.
A basic html / php front end to a backend database would be my suggestion, form driven input with upload facilities for pictures etc.
