Why do ads keep popping up on my websites I'm on but say "Ads Not By This Site"?

They don't pop up in new windows like a virus would but if I'm on twitter or tumblr or even on here, yahoo answers, there's ads at the top of the pages. Anyone had this happen or know what I need to do about it??
