It stopped working on time when I reset it and now that I upgraded to Windows 8 it did it again. I cant remember how I fixed it before. I think I had to download something but I can't find out what to do again.

Go to Microsoft, Dell, Windows Club, Ask Leo, or bleeping computer for more detailed advice.

It's a mechanical device, so may be a faulty switch.
Or -
I had an optical drive that would not open, but was making a noise (trying to). It turned out that the tray had moved slightly inside the unit itself(IE, it had a screw loose!) and was being blocked by it's own case.
This is quite possible for you too, especially with a laptop, which gets moved about a lot.
In that case, take it to a shop.

Hello nicki,
My name is Krishna and I work for the Social Media and Community Team at Dell. Try ejecting the drive in the BIOS page and see if that works. Use the <F2> key while booting up to enter the BIOS screen.

If not, try the troubleshooting steps mentioned in the below link.

Please Note: The steps are applicable even if your system is running Windows 8

Regards,
Dell-Kris K
