I need to create a signature for use in outlook 2007, the signature is going to be an image done in photoshop and i need to make it possible to add links to the social media icons, so that when used in outlook 2007 it will be easier for people to access our social media sites. Please help.

As long as you are sending your emails as HTML, then this is possible. It is simple HTML, just make sure that your images as hosted on a server, so that the client's computer can load them.

Be aware that many people do not automatically load images in their emails. It's a security feature that most people have enabled. As well as many people do not use html emails.

Make sure you are sending dual layered/multi-part emails. That way text and html versions are sent together.

Otherwise you may find that some people do not read your emails.
