Does Facebook charge for impressions AND clicks?

When starting a Facebook ad, one has the option to optimise for impressions, or for clicks.

Now, are we being charged for the impressions AND the clicks?

Or, when opting for 'optimise for impressions', only for the impressions?

Does anyone know? This is not clear in the Facebook FAQ's.
