No, the rules are 13+.
There are ad's that are of a more adult nature on there (dating, gambling etc) and also open to bad language.
ANYONE could communicate with your daughter.

Do what you feel is right. If you want her to be exposed to social media tools such as Facebook. Go ahead and let her dip her feet in. If you're feeling against it, don't allow her to subscribe to that junk... If you allow her, I'd be sure to keep a very keen eye on her activities.

Age restriction is 13+, explain her to another 2years. I'm sure she'll understand, if she still want, scared her that if she found violating Facebook's terms and conditions, she'll be banned from using Facebook forever, or say Facebook will inform local police station and she'll get into trouble.

Allow her, but make sure you set some age restrictions for her. Like no viewing of adult pixs and stuffs like that. Don't try to stop her

Allow her only upto some limited links and apps like games and all , but make sure the admin should be u and put the account in customize setting.

( i dont know for sure its my opinion like if u allow her know at the age of 15 or 20 she may get fed-up with fb..)
