why Twitter won't let things trend?

I love being part of a trending topic movement, trying to get something to trend. But Twitter won't let certain things trend! We got to .06%, a higher rating than 4 of their listed trends, but got nothing! and this happens every time we trend this topic, we got huge numbers but never a mention! it seems like if it isn't Bieber or commercially driven, twitter won't let it trend!

Twitter is being unfair, twitter was made up by a bunch of angry paparazzi agencies, who wanted to get a hold of celebrities. Twitter was probably hacking his name up there.
