Is making a fake Facebook account illegal?
Let me explain. My friend (who I won't name) made 18 Facebook fake Facebook accounts. The accounts were posing as this guy who she called "Noah" and then made accounts for his family and friends. Every picture that was posted on the account is from google images, and even other people's Facebooks. (Same with the accounts) Some of the accounts she made have profile pictures from her Facebook friends from her real personal account. She even made an account named after me (except with a different last name) and stole pictures of me from my Facebook and posted them on her wall, used them as a profile picture, and made an album out of them. I didn't know about this until a few days ago (she had been telling me that "Noah" was her friend from another school and had many siblings) she had also been feeling me that the account under my name was one of Noah's friends and 'liked to steal people's pictures'. She has been telling me all of this for a while now. I told my other friend about all of this, and she told me it was illegal. Is it identity theft?? Please answer. Thanks :3

It breaks Facebooks terms of service and policies.
It is potentially fraud.
Taking photos from other websites potentially breaches copyright laws.

Yes, it's illegal in most countries. Report the accounts to Facebook.

Creating a fake account is against Facebook's Terms of Service, but not necessarily illegal unless they're using the account to do something that would constitute illegal behavior like harassment or identity theft. You can definitely report them to Facebook, though. Follow the instructions here to do so: https://www.facebook.com/help/?faq=174210519303259
