How do people make edits on instagram?

A lot of people do really cool edits where they like turn their tongue tye-dye or make their sunglasses lenses galaxy. How do they do that? People always ask how they do that but they never say. I guess they want to keep it a secret but obviously a lot of people know how to do it, so I was wondering what app it was on iPhone. Thanks!
