Yes, it seems creepy to me and also sounds like a scam. It would be better if you don't reply to these offers and block this person.

These guys are paid to get your information and sell it(E-mail, PIN codes, Passwords) You would be surprised how much they can be selled....

Just ignore the offer and block the person
