If you Want to Use a Picture Thats Already on Facebook Go to That Photo Than Under Options Click on Choose as Profile Picture

If its Not On Facebook Yet Move your Mouse to the Profile Picture Area Click on Edit Profile Picture Than Click on Upload Photo
