you have to confirm your account first with the code they send to your email account
they do this to prevent spammers and people breaking the rules by creating more than one account Ads |

If its Not Open than you have to Login Into it you May Need to Confirm it By Going to your Email And Click on the Confirmation Link Inside the Email

You need to take the helpline of the face book account .It help to reopen your account .

Check your email for confirmation code from facebook, click on the link to verify your account and continue from there. Just in case you forgot your password click "forgot password' when you sign in and you can reset a new password.
