If its Registered With a Another Account than you Cant Use it Did you Have Any Other Accounts In the Past Even if you Deleted them And Made a New One ? If you Didint Somebody Else Probably is Using your Number Please Contact Facebook at the Help Center and Report to them That Somebody Else is Using your Number

Click on forget password, fill your no.\
May be you already registered your no. If any other using your no, you can report to Facebook about this.
