How to set a facebook profile pic to public?
for some reason the highest option of audience setting is friends of friends, and I don't see a public option. I dont know if being under the age of 18 has anything to do with it, because I heard that facebook does things to keep people under the age of 18 "safer"

Facebook profile pictures are already public because it is one of the most important identifications you can have for someone to recognize you.

Yeah, if you are under 18 you cannot set it to public, you can however click "Edit" on the photo and set it to "Friends of friends", that's basically public.
