Can a hash tag on Twitter be anything?
I have noticed that some hash tags on Twitter when I type them in are clickable. I want to add #DiscountWeekend to the end of my tweet, but it doesn't turn blue like other options do. Where am I going wrong?

Yup... as long as it has # and no spaces it is visible on Twitter. This is no guarantee it will be seen by anyone, unless they are specifically looking for it.

It will turn blue once you've tweeted the tweet, if you click on it, it will show you if anyone else's ever tweeted with the hashtag #DiscountWeekend as well.

yep! a hashtag can be anything, and be any length as long as there's not spaces or punctuation
and don't worry about the hashtag not turning blue; it'll turn blue once you tweet it |
