What is the best way for an independent band to promote themselves?

Network with other bands. Offer them places to stay and a opening gig with you in return for the same in their home town. Get a street team together and let your fans help promote you. Myspace is a good source -- I've booked many bands thru there. Flyer's don't get a lot of results...
Try independent radio stations in your area. They all have websites.

Lastly, don't give up. Get out there and play as much as you can.
