i think its because u cannot do 60 pushups in a row. if u can do 60 pushups in a row, u'll be able to be friends with them.

Just click 'add as friend' on the right of her/his information.

But if there's no 'add as friend' option then probably he/she has a privacy for who can add them as a friend.
