someone is disconnecting my internet?

i play a game called grand chase and recently there's a player who can disconnect other players by playing in the same room with them.

the gms apparently can't ban this person due to lack of hard evidence but everyone knows he is disconnecting people and he admitted it as well.

i want to know how can he disconnect other players and completely screw up someone's internet from afar and what's the way to stop it?

and if i have to follow a law suit or take some kind of actions against this, where should i go?

well he finds your ip adress then he sends countless packets which your router cant handle, this making you go offline or disconnect from internet for some seconds or until u re connect ur internet
how he finds ur ip adress!? its easy piece a cake but not good to tell
i have an idea for you. if he said ur name and he said i will disconnect you JUST DONT ANSWER
because the last ip address he see its yours
